Abilene ISD is pleased to announce that Shannon Marshall has been named director of federal programs. In her new role, Marshall will oversee the strategic use of federal funding to support student achievement and district initiatives. Additionally, she will assume responsibility for directing the district’s bilingual program.
Marshall previously served as principal at Thomas Elementary School since 2022. In that role, she also helped lead the district’s Newcomer program, welcoming refugee students to Abilene and ensuring access to language services. With more than 20 years of experience in education, she has served as a teacher, assistant principal, secondary and elementary principal. Marshall replaces Kimberly Brumley, who will retire after years of dedicated service to AISD students, staff, and families.
“I am beyond excited to step into my new role with Abilene ISD. I look forward to collaborating with an incredible team and making a meaningful impact,” Marshall said “My time at Thomas Elementary has been incredible and filled with many blessings. I have had the privilege of working with amazing educators, students, and families.”
As part of this transition, current Ortiz Elementary School Principal Kimberly McCutcheon will lead Ortiz and Thomas next year. Both campuses will enter their final year of operation as traditional elementary schools in 2025-26 before being repurposed to serve other district needs. McCutcheon will also serve as the campus bilingual coordinator at Martinez Elementary School, which will begin hosting the district’s elementary bilingual program full time in August.
